Two categories of action

The € 3.2 billion is divided into two broad categories of action, the FAA said.

1.75 billion euros for the most affected companies and populations

The first part of these extra-contractual measures, estimated at 1.75 billion euros, concerns “small and medium-sized enterprises (SMEs), medium-sized enterprises (ETI), craftsmen-traders and the self-employed”, more heavily weakened by the Covid-19 crisis, lists Florence Lustman. More specific measures have been taken for certain very affected sectors, such as those of the building and public works and non-food businesses.

Another part of this sum is intended “for the most vulnerable to coronavirus, such as sick people or women who are more than three months pregnant,” continues the president of the FAA. This will notably take the form of “payment of a daily allowance, even if it was not originally provided for in their contracts”.

Caregivers are also concerned, “from the insurance of their vehicle to the extension of their multi-risk guarantee in the case of accommodation elsewhere than at their home, including the opening of their civil insurance contract to situations in which exceptionally exercise today, ”adds Florence Lustman.

1.5 billion euros for the country’s economic recovery

The other part of the 3.2 billion euros must then allow “to keep the insurance balance and continue to manage effectively the money of the insured” to support in the longer term the economic recovery of France, explains Florence Lustman during the press conference.

More concretely, it involves creating investment funds of at least 1.5 billion euros to support particular mid-caps, SMEs and professionals in the health sector.

A new insurance scheme

Apart from these exceptional measures, the FAA has announced the launch of internal work and in coordination with the Ministry of Economy. With the key, the ambition to offer a new insurance scheme “against the risks of health catastrophe”, continues Florence Lustman.

A new meeting between the government and “the partners” must be held this week, said Emmanuel Macron in his speech Monday, April 13, 2020. A comprehensive plan to end the crisis must also be presented within two weeks concerning the modalities of deconfinement and preparing for the “after”.
